Amazon RDS instances should require TLS encryption when accessing databases to ensure data in transit is protected.

Remediation

Enable TLS encryption for your RDS instance by configuring the database parameter group to require SSL connections. Refer to the Amazon RDS SSL documentation for detailed steps.
