# Tenancies should contain at least one active customer created compartment

Oracle Cloud Infrastructure (OCI) tenancies should contain at least one active customer-created compartment. When you create an OCI tenancy, Oracle establishes a root compartment that serves as the foundation for all cloud resources. To properly organize and secure cloud resources, you should create additional compartments within this root compartment along with corresponding policies to control access. Compartments provide logical grouping and isolation for related resources such as instances, databases, virtual networks, and block volumes, ensuring that only authorized groups can access specific resources. Having at least one active customer-created compartment demonstrates proper resource organization and access control implementation.

**Note:** Compartments named `ManagedCompartmentForPaaS` are not considered customer-created, as these are [automatically created by Oracle for PaaS services](https://docs.oracle.com/en-us/iaas/Content/General/Reference/PaaSprereqs.htm).

Create at least one active compartment within your tenancy to properly organize and control access to your cloud resources.
