Containers should drop `NET_RAW` or `ALL` capabilities. This rule inspects the PodSecurityPolicy `spec.requiredDropCapabilities` field. It flags the resource when `spec.requiredDropCapabilities` is not set to `["ALL", "NET_RAW"]`.
