When running `kubelet`, the `--event-qps` flag should be set to `0`. The rule flags kubelet containers whose command includes `kubelet` and whose `--event-qps` flag is not set to `0`. It also inspects `KubeletConfiguration` resources and reports when `eventRecordQPS` is missing or set to a non-zero value.
