Description

AWS Organizations should be configured with the “All features” feature set rather than “Consolidated Billing” only. The all features mode is required for delegated administration, service control policies (SCPs), resource control policies (RCPs), and other advanced organization management capabilities. Without all features enabled, security tooling teams cannot operate as delegated administrators.

Remediation

Enable all features for the organization. Note that this operation is one-way and cannot be reverted to consolidated billing only. For guidance, refer to Enabling all features in your organization.
